The Proposition
10 Initiative was passed in 1998 placing a $.50 tax per pack of cigarettes
sold in California.
In April of
1999 a local Commission was convened to best determine the use of funds
from the Initiative. The 9-member volunteer community members appointed to
the commission developed a needs assessment process with a focus on four
objectives:
1.)
Improved Child Health
2.)
Improved Child Development
3.)
Strong Families
4.)
Integrated System of Services
The Commission
took almost one year to meet with community work groups in an effort to
develop the Strategic Plan. The Strategic Plan was adopted in October 2000
and sent to the state commission in December of 2000. The plan is to be
reviewed annually and is in effect from January 2001 to June of 2004.
Community members are encouraged to provide input into the Strategic Plan
at any time.
